THE FRENCH IN TONQUIN.

London, November 25th.
Thi Black Flag attacked the French gunb. >at Carabine of the citadel at Haidizong, and would have captured her had not tiie gunboat Lynx come to the rescue. The loss of the assailants was heavy, and the French lost 40 men. The French garrison afterwards embarked in the Lynx to await reinforcements. No Chinese regulars were engaged in the affair.
November 26th.
The Emperor of China has proclaimed Anam a vassal State, and declares also that the seizure by the French was illegal. He has ordered the defence af fiac Ninh, tbe position which the French are about to attack.
M. Ferry proposes the appointment of a joint commission to determine and define the neutral zone in Tonquin.
