(neuter's Special.) Melbourne, August 13th.

It is announced that Mr Robert Burrows has been appointed Minister of Mines, and Mr Madden Minister of Land. The Hon. J. M'Bain, M.L.C., is appointed a Minister without portfolio. Obituary : His Honor Mr Justice Ste--phen, aged 59, August 16th. Sailed : Rotorua for the Bluff. Private telegrams from London report that a collision occurred between the barque Clodian, bound from Melbourne (left on the 6th April) to Liverpool with wheat, and the barque Yarmouth. The former vessel sunk, and has become a total loss. Sydney, August 12th.. One of the small-pox patients, named Dogherty, died at the quarantine station this morning from the effects of the disease. New Zealand wheat per bushel, 43 lid; New Zealand oats, per bushel, 2s 6d ; maize, per bushel, 2s 6d. August 15th. Three fresh cases of small-pox have been reported to-day — a man named Rogers, a clerk residing in Pyrmont ; a woman named Sarah Foster, of Clarencestreet ; and another woman named Moist, living in Harbour-street. The patients in each case have been removed" to the quarantine station. The case at Surrey Hills has also been quarantined, the doctors having decided that the patient is suffering from small-pox. Brisbane, August 16th. The Detached Squadron was sighted off St. Radbrooke Island yesterday morning, and was expected to anchor in the river at 1 p.m. to-day. The Bishop of Northern Queensland is seriously ill, and not expect to recover.
