WASTE LANDS BOARD.

The weekly meeting of this Board was held yesterday. There were present — the Chief Commissioner, Mr. J. Thomson, in the chair ; and Messrs Toldfie, Strode Butterworth, and Clark. Mr. Begg, on behalf of the Hon. Robert Campbell, asked to have the plans of Mr. Campbell's application for land in the Marewhenua district approved of, and Mr. Campbell declared the purchaser. The case had been adjourned from last meeting, and was further adjourned for a fortnight. The Superintendent recommended that Mr. Andrew Thompson should have the land in Hawksbury district to be given to his wife, all on the west side of the road. It was resolved that the former decision — which gave an area intersected by a road — be adhered to. The application of Mrs. Margaret Simson to lease section 2, Block VIII., Shotover, a water reserve, was referred to the Warden. A petition that the block of land recently surveyed in the Waihola district, should be set aside for settlement upon deferred payments, was referred io the Government. A resolution of the Government, declining to offer the closed road line in block X., Moeraki district, for sale by auction, as desired by Mr James Drysdale was agreed to. Messrs M'Keay and Mouat, for Mr. J. D. Feraud, wrote, appointing Mr. J. C. Chappie arbitrater on their client's behalf, to decide on the value of the improvements made on lands in Leaning Rock district, over which his leases had been cancelled. Warden Borton reported on the application of Messrs Joseph and J ohn Tamblyn to purchase two acres of land at Coal Creek, near Roxburgh. It was resolved that a survey of the land be made by applicants, that the plan be forwarded to the Board for consideration, applicants to obtain runholder's consent to the sale. A question from Mr. Henry Orbell, as to who was to receive the money in the hands of the late Wardens of the Hawksbuiy Hundred, was referred to the Provincial Solicitor for his opinion. Plans of application for unsurveyed land submitted and approved of, and the applicauts declared the purchasers as under : — Quarterly and Co, section 4, block VIII., Waikaka, and 4, block VIII, Tuturau ; C. Toneman, sectien 5, block VIII., Waikaka, and 5 and 6, block VIII., Tuturau ; A. M'Nab, section I, block 1., Waikaka ; F. Milne, section 67, block Will., Taturau; W. Carpenter, section 38, block 1., Wyndham ; R. Dodd, section 36, block 1,. Wyndham ; James Logan, section 1, block VII., Greenvale. A letter was read from Messrs Kenyon and Turfcon, solicitors for Capt. M'Kenzie in which they asked that a case might be agreed on for an appeal to the Supreme Court, on his claim to be declared the purchaser of land applied for in the Glenkenich district. A memorandum was forwarded by the Superintendent to the Board that the Executive was of opinion that the land should be withdrawn from sale, unless Capt. M'Kenzie agreed to it being sold by auction, and recommended accordingly. It was resolved to withdraw the land from sale, with the consent of the Superintendent, as given in his note. It was considered by the Board that this resolution did away with the necessity of stating a case for the Supreme Court, and Capt. M'Kenzie', who was present, expressed his determination' to bring the matter before a judge' and jury, if the Board would not, odnsent to the less expensive .process^ot stating a case for the judge. The application of Mr. John Dickison to purchase 700 acres in section 4, block XII., Glenkenich. and which the Government recommended the Board to sell to him at 20s. per acre, without, going to auction, in consideration of his giving a road through his property, was declined.

The application of Mr. Michael M'Carthy to purchase sections 3, 6, and 8, block 1., Mount Benger, held by him under agricultural lease, was approved of.

" All the streets in Canton have an indescribable stamp upon them ; they are trodden by a population arrayed in bright colored clothing, with long tails of horse-hair, and pointed hats. Mandarins in sky-blue silken robes are

jostled by strings of blind men who wind their ways in and out, holding by each other's garments; by hideous lepers, and wretches afflicted with elephantasis, who can only crawl along the ground. Bands of vigorous cooliea elbow the crowd, and push every one out of the way. But, alas ! for one well dressed Chinaman we are saddened by the sight of two hundred infirm, naked and starving creatures, dragging their limbs along, and devoured by vermin, which hang in clusters from their skeleton bodies. Above the heads of the noisy throng scarlet signboards covered with golden characters hang vertically, and swing in the wind. These are the signs of shops or religious sentences. "W"e soon began to feel quite giddy among this multitude, through which we had to fight our way with our fists and elbows. The insects forsook the lepers and beggars who beset us, and accorded us a distressing preference ; we were dazzled by the richness of the shops, astonished at the wonderful traffic of the coolies, grieved by the miseiy on all sides which brought tears to our eyes, and desirous of forming some really correct notion of this great city, thirty of whose streets we had threaded without having ever seen more than ten steps before us."

" Strange destiny of the sovereigns who have ruled France during one brief century. With the exception of Louis XVIII, not one of our monarchs has ended bis life tranquilly in the Tuileries. Louis XVI. guillotined — La Place de la Revolution. Napoleon I. died in exile — Sainte Helena. Napoleon TI. died in exile— Reichstadt. Charles X. died in exile— Holyrood. Louis Phillippe died in exile — Claremont. Napoleon died in exile — Chißlehurst.
