RELIEF WORK BASIS.
Conditions of Employment on School Grounds. Satisfaction with the conditions of the employ*ment of relief labour on school grounds was expressed at this morning’s meeting of the Canterbury Education Board, when a letter from the Commissioner of Unemployment (Mr G. C. Godfrey) was received.Mr Godfrey stated that the use of relief labour would be considered w*hen it was proposed to apply it to developmental and improvement work, but not for maintenance w'ork. The commisioner wrote in reply to an inquiry from the board as to a basis on which relief labour could be made available for work on school grounds. “The Unemployment Board is unable to approve of the carrying cut of maintenance work by relief labour, but will at all times be prepared to consider applications for developmental or improvement work,” wrote Mr Godfrey* from Wellington. “ If, therefore, committees will submit to you applications detailing the exact work to be performed, together with the number of men and the estimated duration of the work, your board would then pass on to the Labour Department any such approved applications, which would ultimately be referred here for decision. Unless a local body shall have agreed t.o act as employing authority and supervise works carried out at school grounds it will be necessary for your board, or the individual committees, to appoint a foreman and to bear liability for accident compensation. In cases where a local body agrees to act as employing authority it will arrange for supervision.” Members agreed that the position as set out by Air Godfrey was satisfactory.
