Big Troop Movements in Far East. SOVIET FORTIFYING FRONTIER. United Press Assn.—By Electric Telegraph—Copyright. SHANGHAI, October 25. Alarming reports of troop movements continue to reach here through foreign travellers from Siberia, indicating that the Soviet is steadily massing cn the Soviet-Manchukuo borders, while Manchukuo and Japanese troops are gradually concentrating at Mukden, Changchun and Harbin. Officials of the Manchukuo Government maintain that their concentration is merely preparing to launch an offensive against bandits. It is also reported that the Soviet .is speeding up the construction of heavy defensive works along the border. Fortifications have already been erected on the northern bank of the Heilungkiang River for a distance of thirty miles on both sides of Blagoveschensk. Forts are aiso being built at three other points.
