April 15. 44 ' 1 'HE longer I study the A population of our penal institutions, the more I am impressed with the youth of the offenders and the hopelessness of trying to halt crime by repression,” said D r I I er m a n Adler, Illinois State criminologist. “ There is a reason for this lawlessness among our young folks. Crime cannot be halted by whipping posts, long sentences, or hangings at sunrise. It is time we got at the cause rather than the result. “ Many noted students of crime believe much of our lawlessness grows out of maladjustment of the peppy youth in a too highly integrated world. Had they been horn a few generations earlier they probably would have become pony express riders, vigilantes, or Texas rangers. Adventure calls, but the only adventure most of them can find now is driving a beer truck or stealing an automobile. An outlet must be found for their adolescent energies before they take to crime.”
