MANY LIVES LOST; DESPERATE EFFORTS MADE TO CLEAR ICE-JAMS.

By Telegraph.—Pres* Assn. —Copyright. Reuter's Telegrams. MOSCOW, April 28. The Volga's upper tributaries have overflowed their banks. The river Klazma has flooded the town of Orekhova and eight persons have been drowned. Eleven bridges have been destroyed and many textile mills have been thrown idle.

Loss of life is also reported at Rybinsk, where the Volga is fifty feet above its usual level. Scores of villages have been flooded. The inhabitants took refuge on the roofs. Detachments of the Red Army are blowing up ice jams in the rivers in order to let the waters flow in their natural course. ___ ___
