Colonel Cress well outlined proposed changes in the Defence Force which aimed at an Air Force, which could strike anywhere at practically any enemy gathering within the Union, and in addition at the certainty of mobilising 10,000 men to concentrate within from seventy-two to ninety-six hours within measurable distance of the enemy, with an additional 15,000 men fully equipped and able to take the field. The conception of active citizen force units not being suited to the country districts, there will be a development of the commando system in those districts, in the direction of a more regimented and more disciplined organisation.
