BALTIC STATES ALLIANCE. (Received January 16, 10.5 a.m.)
MASHTXGTOX. January 14. The State Department is informed that the Baltic States will shortly hold a conference to discuss a defensive alliance against Germany and Russian Bolsheviks. It is understood that Estonia will request the other Slates to^ conclude peace with the Bolsheviks. The Lettish delegates are now in Moscow ready to conclude an armistice if the Bolsheviks will recognise Latvia.
