Mr Bryan's scheme for peace treaties which would ensure every international dispute being considered by a competent tribunal and a verdict given before any hostilities were begun has been placed before a Conference of Foreign Ambassadors and Ministers in Washington. Dr Wilson lriter told the newspapermen that the effect of the proposal was merely to afford thinking space for belligerent nations before war was declared. The plan would not bind them in any way- Mr Bryan had decided to delete, the_ paragraph providing for the suspension of warlike preparations while the peace court was making its investigation. Such a point, the President said, would be best arranged with the individual nations.
