He-said that Scutari had become Montenegrin property and would remain so. Conversing with the Russian military commander, King Nicholas said that :fche» fa.ll of Scutari had created a new Situation, which would have to bt> reckoned with everywhere. If Europe thought of taking away Scutari, for which Montenegro had almost bled to death, then Europe would be forced to carry \ out the operation." Montenegro fc'ould not yield to threats. AUSTRIA DEMANDS ACTION. MILITARY OCCUP ATION OF PORTS PROPOSED. TROOPS READY TO MOVE. It is announced in Vienna that the Powers have not yet answered Austria's demand for vigorous measures to Jemove the Montenegrins from Scutari. Austria is insistent for decisive action being taken, either with or without the aid of the Conoert of Europe. The newspapers are bellicose in tone. It is understood that Austria has proposed a military occupation of Antivari, Montenegro's seaport on the Adriatic, and San Giovanni, in northern Albania, by the Powers, or, failing this, by Austria and Italy, or by Austria alone. 'An expeditionary foroe of 60.000 is feady to move.

Many Slav demonstrations ar9 taking place in Austria and there have been numerous arrests. The police had to form a cordon round the official palace in Agram, where the demonstrations assumed grave dimensions The Austrian Slavs are in keen sympathy Irith their kinsmen over the border.

'A message from Constantinople says Khat Essad Pasha has officially informed the Porte that he evacuated Scutari •wing to the exhaustion of the provisions.
