MR RICHARD OLNEY'S VIEWS

A Washington message states that in read at tho American Society of International Law, Mr Richard Olney, formerly Secretary of State, said he was of opinion that the United States as the owner of the Panama Canal, had a right to fix such terms as it pleased. If the question was one for arbitration it ought not to be submitted to a partial tribunal, such as The Hague Convention, but to a specially appointed Court.

Messrs Chandler and Anderson concurred.
