POWERS' NOTE TO BELLIGERENTS LONDON, April 25.
A Constantinople message states that the Powers have invited the Porte and the Allies to appoint delegates to discuss peace preliminaries, and to select a place for the conference.
Essad Pasha and the garrison of Tarabosch are proceeding to Tirana.
