United Press Association—By Electric Telegraph—Copyright. LONDON, March 20. Mr Mann's arrest was in consequence of a Bpeeoh he delivered at Salford, in which he associated himself with'responsibility for the " Syndicalist's " article inciting soldiers to mutiny.
