ITALY IN AFRICA.

DIFFICULTY WITH THE ARABS. ANTI-MILITARISM AT COLOGNE. THE ARAB RISING. United Press Association —By Electric Telegraph—Copyright. (Received November 1, 9.30 a.m.) LONDON, October 31. A message from Rome says that the Italians collected only 3000 out o-f 10,000 rifles that liad been distributed amongst the Arabs, and henco the drastic quelling of the insurrection, but many soldiers were beyond control. Among the infantrymen embarking at Cologne nn anti-militarist reservist, named Musette, fired on a group of officers in the barrack square, wounding a, colonel. It is reported from Tripoli that the Arabs attacked Horns, but were repulsed, with 3000 killed. The Tripoli correspondent of the " Times " says that the tale of retribution was shockingly heavy, but tho indiscriminate carnage would 1 have been much greater had the rising, instead of having been premature, ocourred as intended. THE SLAUGHTER AT THE OASIS. The "Times" Tripoli correspondent, describing the slaughter at tlie oasis, states that tho Italians set themselves to cow the Arabs. Tho men got beyond control, and the innocent suffered with tho guilty. The hideous severity will probably give rise to sanguinary and pitiless reprisals. The "Pall Mall Gazette" says that the horrid revelation of tho oasis incident will do much to estrange European sympathy from Italy.
