NEW YORK CITY BUDGET. United Press Association—By Eleotri* Telegraph—Copyright. (Received March 5, 9 a.m.) LONDON, March 4. The Budget of New York City shows a deficiency of £6,000,000. Major Gayncr proposes to abolish all the taxes on personal property, substituting for these increased rates on real estate. Ke contends that the present system is a source of bribery and extortion, the assessment of personal estates being left to the caprice of clerks, and the multi-millionaires escape by securing legal residence in districts where personal taxes .are 'not leviel.
