CABLE RATES.
(Received June 29, 8.40 a.m.) MONTREAL, June 28. J The " Montreal Gazette " says that a State-owned Atlantic cable ; would be almost as big a failure as the Pacific one. There is nothing to warrant the State assuming part of the financial burdens of the Press. The Kingston^ " Standard " says that the reduction of the Pacific rates imposes another burden on the general taxpayers.
