RAILWAY RAIDING.
VIOLATION OF NEUTRALITY BY RUSSIA. THE MURDERED ATTACHES. (Received February 23, 8.50 a.m.) LONDON, February 22. Three hundred Russians raided and slightly damaged the railway between Haincheng and ' Tashichiao, entering Chinese territory west of Liao. The line has since been repaired. The junkmen assert that, foreseeing a storm, they wished ,to return to Pigeon Bay, but " Captain Cuverville, the French Attache, '■md Captain Grilgenheim, the GeiSnan Attache, insisting that they should proceed, a fighfc ensued, during which the officers were thrown overboard. (It was officially announced at Chifu that Captain Cuverville, a French Attache, and. Captain Gilgenheim; a German Attache, at Port Arthur, who some months prior to the surrender escaped on a Chinese junk, and were not again heard from, were thrown overboard and drowned. The master and a sailor of the junk have, confessed to the crime.)
