(Received February 23, 8.25 a.m.) ST PETERSBURG, February 22. • The assassin told his gaolers that Grand Duke Scrgius was murdered in order to remove from the weak Czar the pernicious grand ducal influence, and to induce him to become the head of a national Government on Western lines. The Imperial Family remain in their palaces, and are afraid to attend the funeral at Moscow. -^ The Committee of Ministers at St Petersburg has made some progress with the religious freedom proposals, and is now studying the German workmen's State insurance system. The Pplish national democratic party urges the people not to start a revolution, as arms, money and leaders are lacking. It would be better to work quietly and peacefully to attain their ends.
