THE CZAR OPPOSED TO A CONSTITUTION.

(Received February 22, 8.27 a.m.) ST PETERSBURG, February 21. Count Tolstoi's son had an audience with the Czar, and urged the summoning of an assembly composed of nobles, clergy, burghers and peasants. The Czar replied that personally he was not reluctant to concede reforms, or to abandon some of his prerogatives, if he were convinced that it would-be for the nations welfare; but the constitution of representative Government would only embarrass, and not relieve, the people. Therefore, he said, "it is my duty to stand sentry against such demands.".
