It is announced that the Czar will convene the Zemstvos Parliament for the anniversary of the date of the freeing of the serfs. Canon Chelmicki, of the Chapter of Warsaw, in an interview, declared that he shudders at the thought of the revolution which is irresistibly coming. The revolt of the people is only in its jnfancy, and will: be worse than the French revolution. That fact was realised everywhere except in St Petersburg; hence the nobility and middle classes were unanimous in demanding reforms.
