(Received November 10, 8.38 a.m.) LONDON, November 9. The Czar has placed four million sterling of hia private funds at the disposal of the Admiralty. The American submarine Pulton was despatched from St Petersburg to Vladivostook by special train yesterday, with a double crew of engineers. Extraordinary precautions have been taken to guard the Suez Canal during the passage of the Baltic fleet. Five shells badly damaged the Bayan, and Japanese shells sank five mine-sweep-ing steamers at Port Arthur. It is reported at Shanghai that the Japanese executed a Chinese official of high rank who was spying the troops at Snahopu, at the instance of the military governor of Shengking. Citizen volunteers and police are now reinforcing the Port Arthur garrison. All dogs have been expelled from Port Arthur because they began eating the corpses of the killed. Admiral Alexeieff has traversed Siberia in the seclusion of a special saloon. He was advised to traverse Moscow by night, a» a hostile demonstration was planned.
