The Oroya, on her voyage out, was under surveillance of a Russian volunteer cruiser off Cape St Vincent. No attempt was made to board the Oroya, which was called upon to show her signal. The cruiser apparently was . one of the HamburgAmerican liners purchased by Russia. I ' \ =====
