The "Times'" Pekin .correspondent states tbat a Russian Note undertakes that China shall resume administration rights in Manchuria, on condition that she does not cede any part of the provinces to another Power, and grants no concessions to Great Britain, unless' a similar concession is made to Russia. The correspondent adds that Russia, surrenders no material advantage. She hopes to pacify Japan, while retaining absolute military control in Manchuria*
