STATEMENT BY THE EAKL OF KIMBERLEY. EMPHATIC DECLARATION BY LORD SALISBURY. In the House House of Lords on July 28 reference was made to the Transvaal crisis. The Earl of Kimberley said he wished to say nothin^_which would cause embarrassment to her Majesty's Government, but at the same time when the negotiations were concluded the Government must expect to be freely criticised.
