PROHIBITION AND DEMORALISATION.
■ That the Scott Act in Canada produced similar results to those which followed prohibition in Maine is abundantly proved by the unimpeachable testimony of numerous witnesses who gave evidence before the Royal Commission. Amongst these Archdeacon pixon, of the diocese ai Niagara, said : " I saw a great many more drunken persons about fhe streets during the period /the Scott Act was in force than I ever saw prior to its enactment or since. I found that the spy system 'connected with it created a great deal of ill-feeling among the people generally. The License Act is preferable. I would not favour the enactment of a prohibitory law. I think the Scott Act a Hemoraliser instead of an educator." 1988
