A WATER-RACE DIFFICULTY.
Last year the Mackenzie County Council was asked to extend an .existing water-race system on Ashwick Flat to a paetoral estate, and as the manager needed water for the stock very much it was arranged that the work should be done at once, and the necessary formalities for obtaining a loan from the' Government 'taken afterwards, the manager giving a guarantee' to the Council. The race was constructed at a cost of under £100. Now the County Council is informed that the Act doeß not contemplate water-race districts being formed and loans raised for the benefit of one ratepayer, 'and the Treasury therefore cannot 'grant the loan. The owner's agent writes that the guarantee given by the manager waß only to be temporary, pending the raising of the loan— and aa the loan is refused the whole arrangement must be considered at an end. In the meantime, however, the race has been made by the County Council. A further element of trouble is. brought in by the settlers at Ashwick Flat, who claim that the addition to their district should bear part of the cost of the head works, and the Lands Office appears inclined to support them in this claim.
