Captain von Schoen, of Wellington, writes that according to new regulations issued by the Board of Trade, whioh came into force in this colony on March 1, Bervice in a capacity not lower than only mate of a home-trade or coasting vessel under certain conditions will henceforth qualify a candidate to be examined for a certificate of competency as " master of a foreign-going ship," (ordinary, fore-and-aft rigged, or for foreign-going steamships, bb the case may be). Thiß ia a concession which since 1886 has been anxiously waited for by officers serving aB mate in the coasting trade, who, under previous regulations had to serve in addition to their three yearß as mate, nine months as master.

H.M. 3. Pylades arrived in Port yesterday afternoon from Akaroa, where she has spent a few days. The Pylades ia on her firßt visit to this port. She is a thirdclass cruiser, and is a sißter boat to the Royalist. She was sent on to this station to replace H.M.S. Cordillera. She is composite built, with her decks partially protected with plating. Her displaaement is 1420 tons, and her indicated horse-power 16-0. She iB 200 feet long, 15 feet 9 inches draught of water, and 88 feet beam. She waß built at Sheernese, and launched in 1884, her hull costing £45,500, and her machinery £16,500. Hor armament consists of 14 5-inoh 88owt breech-loading guns, 8 maohine guns of different patterns, and one carriage for launching torpedoes. Her bunker space is 400 tons, and her Bpeed thirteen knots per hour. She is commanded by Captain K. H. Adams.
