[Special to Press association.] LONDON, Mabch 19; The Chancellor of the Exchequer estimates that the expenditure for the year will amount to £95,000,000, which is the largest on record. March 20. In the House of Commons the Gorernment has introduced a. Bill affirming the principle of forty-eight i hours per week in dockyards, i The new Registration Bill is to be the first measure discussed. It provides that the period of residence [ qualifying an elector should be i reduced, and also that Parliamentary elections (general) should be on the ' : same day ; further, that the roll of 1 electors should be revised half-yearly. [ In the House of Commons, Lord « Randolph Churchill moved a vote of s censure on Lord Rosebery, on the ; ground that the lattsz's speech in Edinburgh had influenced the Leith , election. Sir W. Yeruou Harcourfe, i Chancellor of the Exchequer, in reply ; said that several members of the : House of Lords^as members of the j Primrose League, habitually inter- ) fered in elections. The Hon A. J. i Balfour, ex- Secretary for Ireland, and leader of the Opposition in the House ) of Commons, declined to support the motion, whereupon Loyd. ]$a,iidolph. b withdrew it.
