j THE ENGINEER'S REPORT. '• The Engineer reported on works that had been completed during the month. With regard to an application from Mr Havill to be allowed to place a dam in St Albans creek for the purpose of driving a water motor, the Engineer did not consider there was sufficient fall in the creek at the place in question to permit the raising of the water to any appreciable extent. The report was adopted. CORRESPONDENCE. Correspondence was read and dealt with as follows :— From the City Council, forwarding a copy of a resolution passed by the ratepayers of the Heathcote Drainage Board District. The resolution was to the effect that it would be to the interests of the ratepayers if the Drainage Board would delegate its administrative functions to the several local bodies within the drainage district, the Board to act as a Board of Supervisors. After some discussion, it was resolved to inform the Council — "That the Drainage Board having been constituted to fulfil certain functions specified by law, could not delegate its powers while retaining full responsibility." From the Heathcote Road Board, applying for commission for collected rates. It was decided to reply that no provision waß made for the payment of commißßiou. From Dr M'Gregor, lusp actor oE Aaylumß, stating that the Board's by-laws regarding unlicensed tradesman did not bind the Crown. It was resolved to obtain the opinion of the solicitor on the subject. Prom the secretary of the North Canterbury Hospital Board, stating that no sanitary work was done at the hospital by unlicensed plumber:. Received. From the resident railway engineer, a\so with regard to unlic3nsr d tradesmen. This letter was allowed to stand over. WORKS COMMITTEE'S REPORT. The Works Ootnmittae repontad that two tenders had been received for leasing the sewage farm reserve — on 9at the rate of .£4O per c mum for a tjrm of five years, and £50 p;r annum for a further term of two years; the other at the rate of £35 per annum. The committee recommended that the favm should not be let. Mr Crooks moved, and Mr Palairet seconded— " That the report of the com* mittae be received and adooted." Mr Burgess moved— "That the highest tender, that of Mr Hartshorn, be accepted." Seconded by Mr M'lntyre. The amendment was put and lost by a majority of three, the motion being declared carried. ACCOUNTS. Accounts amounting to £2ill 19a 9d were passed for payment, and the meeting terminated.
