PROROGATION OF PARLIAMENT.
The Queen's Speech.

LONDON, Sept. I{3. Parliament was prorogued to-day ■fcj-Eoyal Commission. The Speech iroTpfc the Throne, which was read by the Lord Chancellor, states that the relation with Foreign Poweis is frtemdly. Mention is made of a settlejue^t cf the Afghan frontier question, and a hope is expressed that the settlement will conduce to lasting and durable peace in Asia. The pacification of, Upper Burmah is fully completed. The Egyptian convention still remains unsatisfied, but England's obligations to> a ruler and to the people of *Egypt will continue to be carried out without change. The presence of British forces had secured the Classing of quietude, and had supported the Khedivei n his efforts to promote good government. The Speech announces the appointment of the Commission for the settlement of the Canadian fisheries question, and refers to the ratification of the AngloCniaeae Treaty^ The Speech mentioßß with singular satisfaction the assemblage of the first Conference of representatives of- the Colonies, -whose debates directed to many matters. -Hi, deep practical interest to their respective communities, all of which conducted in a spirit of *" hearty co-operation, which would strengthen the affection of and tend to. bind together the various parts of the Empire. The grave depression of trade is alluded to, which, however, is -stated to be at present less severe, -«xcept in the farming interest. Her Majesty trusts that the remedies proTided for the wants and troubles ef Ireland, will gradually completely restore order, and encourage peaceful industry in that country. Reference was made to the other measures passed by the Parliament, and the Speech concludes by stating that Her Majesty is deeply touched by the -expression of fervent loyalty of her subjects throughout the Empire on iihe occasion of the Jubilee, and trusts that she may be spared to continue to reign over a loving, faithful, and united people.
