CONSTITUTIONAL REFORM ASSOCIATION. WE, the undersigned, believing the Btate of public affairs in this colony to be fnU of peril : — that tht war at present existing will entail additional burdens on the people, already taxed to the utmost limit : — that the present excessive taxation paralyses the hest efforts of the colonists, and prevents intending emigrants from coming to these shores : and believing, also, that the Colonial Government and the General Assembly, as constituted, can neither legislate for, nor administer satisfactorily, the affairs of the colony — Hereby form ourselves into AN ASSOCIATION With the following objects in view . — To return Members to the House of Representatives pledged to vote against war expenditure for the sub jugation of the native race. To collect and diffuse statistical information, and endeavour, by public meetings and all other lawful means, to induce the people of both Islands to petition her Majesty and the Imperial Parliament to revise the Constitution, and thereby obtain separate legislatures for tbe Northern and Middle Islands, with a Federal Congress for the establishment of a Customs Tariff; the maintenance of the public credit by payment of interest and sinking fund on Colonial Loans ; : the management of the Marine Postal Services; and providing for and conducting external defence.
