The President has issued a proclamation announcing the ratification of a treaty of commerce with Nicaragua. Kight of transit across Nicaragua t'rotn ocean to ocean ia granted, and a free port is to be established at each end of the route, at which no tonnage or other dues are to be imposed on United States vessels. The Legislature of Tennessee has appointed a committee of two to lay before the Preoident the condition of affairs in that State, and to ; sk for, from the President, a force of United States troops. The Democratic State Convention at Albury, on Sept. 2, nominated for Governor John T. Hoffman, and for Lieutenant- Governor, Allen C. Beach The Massachusetts Democratic Stale Convention nominated John Quincey Adams for Governor, and Keuben Noble for Lieutenant- Governor. A serious riot has occurred at Hampton. Nearly 400 negroes rioted through the street, armed with bricks
and stones. Several white persona were severely bandied. Negroes in the Georgia Legislature have been declared ineligible to membership, and denied seats under this decision. The imbroglio in the internal revenue department still continues. Charges of bribery, corruption, and general bad administration against Commissioner Rollins are now under investigation. Ex- Governor Seymour, of Connecticut, died in Hartford on Sept. 3, aged 61 years. Accounts of continued Indian outrages are received. A train was captured at Pawnee Fork, on the Santa J?e, on Aug. 28, and sixteen Mexicans were killed, scalped, and burned. Another train was defended until the ammunition of the party gave out, when it was abandoned to the savages. A large force of Cheyennes are reported on the Union Pacific, between North Platt and Tulesberg. Baron Lederer, new Austrian Minister, presented his credentials, and was formally received by the President.
