♦ [BY SUBMARINE TELE&KAPH.J "Wellington, Oct. 8, 7.25 p.m. The Ballot Bill was passed by the House of Representatives last night. The Libel Bill was shelved by 22 to 20. Mr Vogel's motion affirming the necessity for power being given to enter into negotiations with America for the admission of wool on reciprocal terma was carried by general consent. His speech drew forth a very high compliment from Mr Stafford. To-day the Provincial Acts Validation Continuance Bill was read a second time. The Napier telegram does not speak more hopefully of Native matters. The Native mailman between Patea and Taranaki was stopped and confined for several days. He reports Titokowaru as being much elated and boastful. Messrs Bell, Yogel, McNeill and Wilson have left by the Tararua. The Legislative Councillors talk of throwing out several Bills owing to the lateness of the session. The Kaikoura takes twenty-one passengers. Timatru, This Day, 1.55 p.m. The electors refused to elect a member for the Provincial Council in the room of Mr Belfield, declaring it to be useless, as Provincialism did not meet the wants of the district in local selfgovernment. In case of being compelled to elect, the people decided to return Mr Stafford. The [Returning Officer closed the nomination at 1.30 p.m. Dunedin, This Day, 1.40 p.m. Prices - in the produce market are lower, and nothing is doing. Holders are inclined to press sales at a reduction. The Clutha bridge was opened yesterday by the Superintendent, with a grand ceremony. Much enthusiasm prevailed. The bridge cost £14,000, and is a complete success. 2.10 p.m. At an auction sale of flour to-day, prices ranged from £12 2s 6d to £14
10s per ton for Canterbury. For Dunedin milled, the biddings were slack. Thirty tons were sold. Canterbury flax rope brought £46 per ton.
