LYTTELTON BOROUGH COUNCIL.
Monday, Sept. 22. Present — Councillors England, Allwright, Willcox, Woledge, Ward, Hawkins, Chalmers, the Mayor presiding. The minutes of former meeting were read and confirmed. , The Clerk reported that he had collected during the week — rates, £5 7s 6d. The following correspondence was read. — ! From the Secretary for Public Works asking the Council to meet him on the matter rela- | ting to the Resident Magistrate Court. From Mr R. Belgrave asking to have the ' pavement near his house asphalted. From G. Macfarlan, Esq., M.H.R. acknowledging receipt of Drainage Bill, and stating that he was afraid it was too late to get it passed this session. From the Secretarj- for Public Works, stating that £100 would be granted to put the Governor's Bay road in repair, y From Mather and Griffith offering to supply 205 yardj of motai at Js per yard, the amount to go against rentjluc to-the_Council. Ward objected to the practice of obtaining metal, when money was required ; at, a former time this same metal was discarded. He thought that the plan adopted by some persons of getting into the Council's debt, and offering to pay in this mauuer should be put a stop to. He wished to know if Mather and Griffith paid rent for j their quarry. /ferrrthe-Hiation of Councillor Allwright, seconded by Councillor England, it was resolved ■' That iv the event of the Works committee giving a good report of the stone, the offer be accepteifc^J Councillor WillcoS'sarbitration award was read .- it awarded the sum of £6 2s 6d to Mr W. Graham. On the motion of Councillor Hawkins, seconded by Councillor Woledge, it was resolved that Councillor Willcox's award be received. With respect to the letter received from the Secretary for Public Works, it was resolved that the Council meet that officer on Wednesday morning, at half-past 1 1 o'clock. Accounts amouuting to t2B 19s 6d were passed and ordered to be paid. Councillor Chalmers reminded the Clerk that Mr Graham owed the Council an amount which might now be paid. Councillor Willcox said the Works committee had not met during the week. The amount expended on Jackson's road was considerably under the estimate. Mr Belgrave's application was deferred until the building had been erected. Messrs England Brothers obtained permission to put a quantity ol timber in Exeter street. A long discussion took place respecting
a new rate roll, when Councillor Chalmers aaid it waß necessary to form an estimate of what money was wanted. It would also be desirable for the Council to hear any objections, as the cost of appeals would be very heavy. The valuation roll was laid on the table, and, on the motion of Councillor Woledge, seconded by Councillor Chalmers, it was resolved that the valuation be received. The Clerk having stated that a 9d rate would bring in about £800, it was decided that a financial committee be formed to consist of Councillors Hawkins, Woledge, and Willlcox; to report at next meeting. Councillor Allwright brought before the notice Of the Council the state of Sumner Road, near the Sticking Point, occasioned by emptying night soil. He wished the Works committee to make a special report at next meeting, which was agreed to. On the motion of Councillor Ward, seconded by Councillor Chalmers, it was resolved that Clause 8 of the draft by-laws be expunged, and that the remainder be published in the Lyttelton Times. It was resolved that the hour of meeting in future be naif -past six for seven from Ist October.
