Tho adjourned speoial mooting, for considering Mr Cluilinors' Drainage Hill, was hold lust evening, Present s Messrs Ward, (Chairman) K England, Allivright, Wllloor, Mutton, Hales* tjeo, and Ohiilmors. Clauso 14 was road ami passid. Clauso 15, aftor discussion, wan expunged. Mr Chalmers moved, In its place, "Should tho Council in nny case /all to obtain payment from auy leaseholder, of auf money duo undor Clauso 13, such unpaid ninnies may be recovered from tho froeholdor."— Carried. Clauso 10, no read, brought on a discussion, i Mr Willcox asked if ho undorntood that the Council could go on prlvAto land aud mako a drain whether tho owner liked It or not. I Mr Chalmers In reply, said tho Council might compel tho owner to mako it. :* The Council might malco oulvorts on privato bind at pnblio cost, and tbo owners' consont might bo obtained, Tho Counoil wnntod discretionary powers, bo that" if a nuisance existed they oould fltop lv And mako tho necessary culvert, aud tho owner bo eompollod to pay part. Tho olauso was passed, Clauses 17 and 18 woro nntißcd, On tho motion. oU Mr Willcox, -seconded by Mr Ral alloc, clause 19 was expunged. On Clause 20 being road, Mr Willcox moved, as an amendment, seconded by Mr A'lwrlghfc, that it ho oxpnngod. Tno amendment was put. and negatived by tho ousting voto of tho chairman, Mr England moved that Clause 30 read t— "That If tho owner or occupier of any land shall bo desirous to mako a branuli - drain across any othor land, and tbo Council shall ho satisfied that such branch drain proposed to bo mado Is noooHßiiry And in tho best ootirt.o. or that in wliich surfaco wtitor would uaturally flow, and ehall certify to that oft'eot. tho owner of such lust mentioned land shall not havo the powor to proYcnt tbo making of suoh drain," Tho motion was carried by the casting vote ol! tho chairman, (Clauso 21 was oxpnngod. Mr Chalmors Introduced tho INro Prevention Dill, Ho said it had boon doubted by somo wliothor tho Council had tho power to deal with this question at prosent ; that might bo so, but they would have the power soon. Tlio question for thorn to doeido was, whether tho timo had arrlvod for them to discuss the quostlon, Their minds ouglit to be made up, aud they should oxpross their Ideas, Mr Willcox said thoy could discuss it. Tho prlnclplo of tho bill was orroct, although the details might havo to ho altered, Mr Dakvitloo said tho clauso)) might ho didoussod, Tho Council could do nothing clso, Mr Chalmers etvld It had been stated that Ids bill was calculated to prevent a noor man building a house. In roply to this, lie would remark that houses could bo built cheaply wiih ntono nnd iron, Mr Allwrlght moved, and Mr Wilcox seconded-"" That -the timo had arrived t<> discuss the codo of resolutions, and tliat the next spoelal mooting bo in a fortnight." Tho motion was agreed to. It was also agreed that tho resolution" piissfiil respecting tho sewerage bo oni bodied In order, and submitted to the Council for confirmation, prior to being handed over to a solicitor. Tho Counoil thon adjourned.
