WITHDRAWAL OF TROOPS MAY TAKE NEW LINE The Non-intervention Committee today considered Spain in the light of the Loyalist victory at Teruel—even if the name was not mentioned. Italy and Germany, observers say, are less prepared now to accept the withdrawal of volunteers, than they were when a victory for General Franco seemed to be in sight. The Germans and Italians can easily hold up the plan by engaging in long arguments within the committee. As belligerent rights, under the agreement reached in the committee some time ago, may be accorded when satisfactory progress in withdrawals has been achieved, much time can still be wasted in disputes about what shall be deemed satisfactory. In the meanwhile, Italy may cease the withdrawals of infantry which have been going on. Count Grandi, Italian Ambassador, is absent. After attending a meeting of the Fascist Grand Council, he visited his farm at Bologna to see . how his English pigs were progressing and he has not yet left for London.
