Tho Times Riga correspondent re ports that the latest figures from Russia show that the harvest is twico as bad as tho previous worst, and also that a smaller area is ~beii!g cultivated. Ija eight provinces the crop has completely failed, and tho 10,000,000 inhabitants are affected. Tho deficit is over 36,000,000, poods, and the immediate needs on August 5 were 1,000,000 poods and also seed. Tho Ukraine and Siberia arc the only possible sources of reliet inside Russia. Tho Soviet at the Volga has offered a prize of 1,500,000 roubles for the best hunger bread containing a maximum 'of 12 per cent, of cereals, and the remainder bark, edible wild plants, and other substitutes.
