The Oriental Compaoy, who acquired Mr Edison's telephone patents, claim a royalty from the South Australian Government, as all Edison's telephones are used in South Australia. London, March 3. In the House of Commons last night, the Bight Hon. H. Holmes, member for Dublin University, gare notice of a motion to the effect that the House was un* willing to vote the money required for the carrying on of the Civil Government of Ireland, until it was informed of the policy;-of Her Majesty's Government with regard to the maintenance of social,'order \ \o Ireland. Constantinople, March 3. The negotiations which have been proceeding at Bucharest have at length ended Jn the signature of a treaty of peace between Bulgaria and Servia. It consists of only a single article, simply declaring the restoration of peace between the two countries. March 4. Following upon the signature of the treaty, of pesce with Bulgaria and Servia, the Government are taking steps for a prompt demobilisation of the army. Advices from Turko-Greece, at the frontier, state that the Greek forces:are collecting near the boundaries of the two countries. « ■

Id the House' of Commons, Mr Thomas Sexton, M.P. for Siigo South, has given notice of a motion requesting the Government to open up negotiations with the view of establishing a universal penny postage. Lord Capell, heir to Ihe Earldom of Essex, who has been appointed A.D.C. to Lo^d Carington, has'sailed for Sydney.
The University of Cambridge will confer the degree of Master of Arts on Mr Charles Todd, of South Australia. ' March 4. Mr John Morley, Chief Secretary for Ireland, considers another general election probable shortly.
