TRADE TREATY LIKELY
United Press Association—By Electric Telegraph —Copyright (Received November 21, 10.10 p.m.) MOSCOW, November 21. It is announced that Russia and Japan have agreed to negotiate a trade treaty based on the most favoured nation principle. Russian-Japanese trade is insignificant and the basis for a large expansion is lacking. In view of this the negotiations are primarily valuable politically.
