The Minister of Agriculture (Sir Reginald Dorman-Smith) announced in the House of Commons that the Government had reached a conclusion that it was necessary to give additional assistance to barley and oats, and proposed, when a long term policy had been finally settled, that it should be applied retrospectively to both these cereals In respect to the 1938 crops.
