President Roosevelt caused a surprise by publishing a letter, in response to an unnamed critic of the Government Reorganisation Bill, in which the President unequivocally announced his opposition to American dictatorship. The letter read: “I have no inclination to be a dictator. I have none of the qualifications to make me a successful dictator. I have too much historical background, and too much knowledge of existing dictatorships to make me desire any form of dictatorship, for a democracy like the United States of America."
