OUTLINE OF BRITISH PLAN “NEXT FIVE YEARS GROUP” LONDON. February 21. Almost on- the same day as the announcement of Britain’s fiveyear defence plan comes the news of a plan for social reform. The programme is issued by what is known as “The Next Five Years Group.” The presidents of the group include the Archbishop of York, Dr. Temple, Lord Cecil and Lord Lothian. The group has issued its “programme of priorities” which proposes the demolishing and replacing of 300.000 houses after the completion of the existing programme; the pooling of housing subsidies; the securing of low rents; making essential foodstuffs available at low prices; raising the school leaving age to 15, without exemptions; part-time compulsory schooling to 17, and later to 18, with maintenance allowances where necessary; assistance to agriculture by subsidies rather than levies and quotas; and setting up fact-finding commissions to consider colonial questions and access to raw materials.
