RUSSIA’S FIRM ATTITUDE United Press Association—By Electric Telegraph—Copyright GENEVA, August 28. M. Litvinoff sent Russia’s proposals for the reform of the League of Nations, opposing the revision of the Covenant, but the strengthening of .o punitive machinery against an aggressor, by a more specific procedure, including the adoption of decisions in which three-fourths of the Council, minus the parties involved, agree. Russia proposes also, if the Council does not take action against the aggressor, this will not prejudice the immediate execution of mutual assistance agreements.
The Argentine proposes the harmonisation of the Covenant with the Kellogg Pact and the South American Pact, against war and suggests the reentry of Japan and Germany, and the entry of non-members, notably the United States, and the punishment of violation of the Kellogg or South American Pacts by sanctions.

The League of Nations has published a Note from the Argentine, proposing that the United States, Brazil and other non-members, should be enabled to join the League, or co-operate with it, and that the League Covenant should be co-ordinated with the Kellogg Pact.
