NAVAL RATIOS
JAPANESE OPPOSITION AT CONFERENCE
(Received January 9, 5.5 p.m.) LONDON, January 8.
At the Naval Conference it is understood that the Japanese strongly objected to discussion of the plans until the question of the common upper limit was determined. The opinion generally was expressed that the position at the conference was most delicate.
