Molotov explained that collectivism on the farms and the abolition of the kulaki had terminated the class system. The open ballot was givingplace to the secret ballet. In order to establish a democracy and check bureaucracy, the peasants and workers would be equally represented. The new elections would be based on these reforms. Universal suffrage would soon be attained.
