WAIMATE

BOROUGH AFFAIRS MEETING OF COUNCIL A meeting of the Waimate Borough Council was held on Tuesday night. Present, the Mayor (Mr O. Dash) and Councillors T. Twomey, S. G. Reid, R. H White A. J. Hoskins, W. F. Boland, w g. Paul, S. I. Fitch, J. T. Hay and A. W. Good. , „ , The curator of Knottingly Park (Mr A. M. O'Brien) reported that the hawthorn hedge had been trimmed at the gateways and road corners for safety purposes. Grass mowing on the sports grounds would be done during the week, so that all would be tidy by school holiday time. The Women’s Division of the Farmers’ Union had held a picnic at the Park on Saturday last, and he enclosed a letter from the Division thanking him for the assistance he had given. Waterlilies and lupins were giving a good display. Mr White stated that plates for naming the specimen trees at the Park would cost 1/9 to 2/- each for the 50 required. The chairman said that provision would have to be made on next yearns estimates for this work, as the Board s finances could not bear them now. The report was adopted. Mr White reported that the entrance arch was nearing completion.

Correspondence. A circular was received from the South Canterbury Health Camp Committee soliciting the purchase of Health Stamps in order, to assist wun the expense of providing for the boys from the South Canterbury district at the health camp to be held at Orari Gorge in January. In answer to the Mayor, the Town Clerk stated that if the Council purchased Health Stamps, the money would have to come out ot unauthorised expenditure. —The letter was laid on the table. The Oamaru U.F.S. Excursion Committee advised that it had been decided to hold the annual picnic next year at Waimate on January 20, and it was desired to know what facilities the town extended to visiting picnics. The Town Cferk reported that he had advised that the Park was free for the date asked, and that hot water and milk would be provided free as The chairman of the Douglas School Committee advised that the school was holding a picnic in Victoria Park on Thursday, December 19.—The use of the park was granted, and it was decided to supply hot water.

Finance Committee. The Finance Committee reported that several building leases of 21 vears would expire on March 31, and it was suggested that the lessees be advised that the Council was prepared to review these for a further term of 21 years at rentals fixed by the committee, which, if acceptable to tenants will avoid the expense of valuations It mutual agreement could not be arrived at, the committee recommended that Mr G. F. Richardson be appointed valuer for the Council. Several ordinary leases would expire on or about March 31 next and the comittee recommended that these be advertised in the usual way for lease by tender. The application of Mrs Coulbeck for a remission of half rates on her dwelling in Rhodes Street which had been unoccupied was not considered to come within the meaning of the Act, and the Committee suggested that she be advised to this effect. The committee had considered the reply of the Unemployment Board in the mattir of refunding wages paid out on the No. 5 Scheme and the holding up of such repayments for non-compliance with the regulations, and recommended that the Council continue to make payments as in the past. The Town Clerk had been instructed to prepare a report on loans conversion, and when it had been considered, the committee would report on the position. The arrears of rates had been carefully gone through, and instructions had been given for the necessary action to be taken for recovery. In a few cases it was recommended that the people concerned be given an opportunity to work for the Council when additional labour was required. Rates amounting to £3/10/9 had been written off as uncollectable. Consideration was given to the question of permitting this year's rates to be worked out, but the committee was of the opinion that, as their was still a fair amount of arrears to be dealt with, the working out of this year's rates could not be considered until the arrears were completed. The report was adopted.

The Year Reviewed. The Mayor extended the season's greetings to the Councillors, and in a short review of the work done during the year, stated that a period of financial difficulty had not interfered witn the success of their work, and he wished to thank them for their assistance. The Town Clerk and his assistant had for the third year, In addition to their official duties, carried out the work of directing unemployed labour, and handling the payout in a most capable and efficient manner. The Press was to be thanked for the large amount of publicity accorded, and the foreman and his staff had carried out the outside work conscientiously and well. Councilor W. G. Paul (deputyMayor) and the Town Clerk iMr U. S. Runciman) suitably acknowledged the remarks and reciprocated the greetings. General Business. The action of the Mayor in authorising the re-print of a photograph, the property of Mr E. Sanders, and comprising the following group was approved.—Messrs C. Dash, R W. Hutt, and W. E. Evans and Messrs J. W. Manchester, E. Sanders. R. Inkster, J. Black and Dr Hayes. PARENTS' DAY.

Parents' Day at the Waimate High School was held yesterday afternoon, when a large number of visitors took the opportunity of Inspecting work done by the pupils during the year. The pupils and staff conducted the visitors on a tour of inspection of the class-rooms where in each department highly meritorious samples of school work were displayed comprising, sewing, posters, texts and slogans, Christmas cards, plain and coloured maps, sketches, water colour paintings, pen and pencil drawings, etc. In the laboratory the pupils themselves operated the manv models to demonstrate the scientific value of each, and this section proved of particularly strong appeal and in many cases were of considerable instructive value Included in the equipment of the laboratory is a transmitting and a receiving wireless set entirely constructed by the pupils, the former being on the same principle of that in use by Mr Ulm on the Faith in Austra Many expressions ot surprise and delight were passed by the visitors on the quality and high standard of the work displayed.

ODDFELLOWS’ LODGE. The half-yearly installation of officers of the Loyal Heart of Friendship MU., 1.0.0. F., was conducted by the 'lodge's first lady Noble Grand, Sister T. Dunstan. Bro. J. FAREWELL SOCIAL. The schoolroom at Waituna was crowded on Tuesday night when a farewell social was tendered to Mr and Mrs T. Hobbs who have left „o reside in Oamaru, after a residence of about 22 years in the district. Mr V. M. Horn presided over the gathering which took the form of a concert and dance. At a suitable interval he expressed pleasure at the very large attendance, and after reading apologies from friends unable to be present, stated that during their long residence Mr and Mrs Hobbs had endeared themselves to the neighbours by their high character and strict sense of duty. Their many friends felt their departure keenly, and on their behalf he would ask them to accept a wallet of notes. . , Captain N. A. Rattray, on behalf ot the Waimate District Hunt, stated that during Mr Hobbs’ 20 years as huntsman, ha had enjoyed the confidence and appreciation of club members and followers to a degree very seldom attained. His success was due to the conscientious manner in which he had discharged every detail of his duties, and they trusted that further success would attend him in his new sphere. Mr Alan Macpherson stated that on behalf of the farmers whose properties had been hunted over he could say that any slight damage done had always been rectified, which was characteristic of Mr Hobbs in all his dealU Mr T. Twomey said that Mr Hobbs would be a sadly missed figure on the Waimate racecourse. In the game of racing their guest had been exposed to many temptations, but through force of character, he had resisted them, and owners and trainers would keenly watch for any successes which may come his way in the great sport with which he was connected. Mr F. Meyer (chairman of the Waituna School Committee) thanked Mr Hobbs for his past services to the committee as a member, and paid further tributes to his Stirling qualities and industrious nature.

Mr Hobbs returning thanks, on behalf of his wife and himself expressed appreciation of the kind sentiments expressed and of their handsome present, and stated that they would always be happy to meet their old friends again in Oamaru. Items given during the evening were: —Songs, Miss K. Fitzmaurice; trombone solos, Mr M. Joyce; cornet solos, Mr D. Jones: recitation, Messrs D Newall and T. Cutler.
