FAILURE OF INDUSTRIAL ACTIVITIES. United Press Association—By Electrlo Telegraph—Copyright MOSCOW, December 11. M. Akuloff, Chief Prosecutor, has ordered a general round-up of managers and engineers allegedly responsible for turning out factory goods of bad quality or incomplete. The peculiar failing of Soviet industry is the production of machines from which some essential part is missing. The present decree is noteworthy, for containing no accusation against “class enemy wreckers,” suggesting that the Soviet is awakening to the realities of the situation, which are incompetence, ignorance, and listlessness, responsible for scamped work.
