CAN THE CABINET SURVIVE? United Press Association—By Electric Telegraph—Copyright PARIS. December 7. France's third Government in six weeks, to-day will attempt to pass the Budget through the Chamber of Deputies. The battle will mainly rage round two articles. The first, on which two Governments have fallen, provides for a modest levy on civil servants' salaries. The second is a new proposal seeking to abolish a number of allowances granted to income taxpayers. It ls probable that the Government will accept a considerable modification without putting the question of confidence
