ITALIAN PROPOSALS EXAMINED United Press Association—Bv Electric Telegraph—Copyright PARIS, December 7. The Italian proposals for League reform are regarded as fraught with danger. Signor Mussolini apparently aiming to substitute for the League something like a Four-Power Pact, namely a limited directorate of the larger Powers to assume responsibility for the settlement of the political problems of Europe, in which the lesser Powers would practically have no voice.
